اطلاعیه هیات نظارت بر قانون اساسی در پایگاه اطلاع رسانی ریاست جمهوری منتشر شده است

هیات نظارت بر اجرای قانون اساسی ایران با صدور اطلاعیه ای اعلام آمادگی کرد که "به گزارش های آحاد مردم در خصوص عدم اجرای هر یک از اصول قانون اساسی" رسیدگی کند.

پایگاه اطلاع رسانی ریاست جمهوری ایران، دوشنبه ۸ فروردین (۲۷ مارس) اطلاعیه ای از این هیات را منتشر کرده که در آن، از "کلیه حقوقدانان ، وکلا و قضات دادگستری" دعوت شده است پیشنهادهای خود را در مورد اجرای "تمامی اصول قانون اساسی" ارائه کنند.

این فراخوان در شرایطی منتشر شده که شورای نگهبان قانون اساسی ایران، با فعالیت نظارتی هیات نظارت بر قانون اساسی مخالفت کرده است.

این هیات ۶ سال پس از انحلال آن، در بهمن ماه گذشته و در پی اقدام محمود احمدی نژاد به انتصاب محمدعلی حجازی به عنوان دبیر هیات نظارت بر قانون اساسی، فعالیت خود را از سر گرفت.

صادق لاریجانی، رئیس قوه قضائیه ایران، دو هفته پیش نسبت به اقدام رئیس جمهور در این زمینه واکنش تندی نشان داد و گفت که "مسئولان عالی نظام" نیز با فعالیت هیات نظارت بر قانون اساسی مخالفند.

آقای لاریجانی افزود که نظارت این هیات بر عملکرد نهادهای دیگر کشور، بر خلاف قانون اساسی است و مسئولان قوه قضائیه به بازرسان و اعضای آن اجازه ورود به دستگاه قضایی را نخواهند داد.

رئیس قوه قضائیه، با اشاره به سابقه بحث تشکیل هیات نظارت بر قانون اساسی در گذشته، یادآوری کرد که روسای جمهور سابق کشور نیز درصدد "توسعه اصل ۱۱۳ قانون اساسی" بوده اند.

در اصل ۱۱۳ قانون اساسی آمده است: "پس از مقام رهبری، رئیس جمهور عالی ترین مقام رسمی کشور است و مسئولیت اجرای قانون اساسی و ریاست قوه مجریه را جز در اموری که مستقیما به رهبری مربوط می‌شود، بر عهده دارد."

بر مبنای همین اصل بود که "هیات پیگیری و نظارت بر اجرای قانون اساسی"، در سال ۱۳۷۶ و در زمان ریاست جمهوی سید محمد خاتمی تشکیل شد. هرچند بعد از تاسیس هیات، در عمل دستگاه های حکومتی زیر نظر آیت الله خامنه ای و به ویژه قوه قضائیه و شورای نگهبان، آن را به رسمیت نشناختند.

با روی کار آمدن محمود احمدی نژاد، فعالیت هیات نظارت رسما متوقف شد و سخنگوی دولت جدید، در سال ۱۳۸۴ اعلام کرد که دولت آقای احمدی نژاد برای اجرای قانون اساسی نیازی به این هیات ندارد.

با این حال، آقای احمدی نژاد به تازگی در این تصمیم تجدید نظرکرد و حدود یک ماه پیش گفت: "زمانی برداشت بنده این بود که نیازی به وجود این هیات نیست، اما امروز به این نتیجه رسیده‌ام که وجود چنین هیاتی بسیار بسیار مورد نیاز و لازم است."

به عقیده برخی ناظران، اختلافات میان رئیس دولت نهم و رهبر ایران در یک سال اخیر، احتمالا بر تصمیم محمود احمدی نژاد به احیای هیات نظارت بر قانون اساسی تاثیر داشته است.

رییس شورای مدیریت حوزه های علمیه از مركز الگوی اسلامی ایرانی پیشرفت خواست با توجه به توانایی حوزه های علمیه، مسایل و موضوعات مبنایی الگو را به مراكز و موسسات حوزوی منعكس كنند تا از امكانات آن در انجام تحقیقات لازم برای تدوین الگو استفاده شود.

آیت الله 'مقتدایی' نیز در دیدار جداگانه رییس شورای عالی و رییس مركز الگوی اسلامی پیشرفت و اعضای حوزوی شورای عالی با استقبال از ابتكار رهبری معظم انقلاب اسلامی درخصوص تعیین مركزی برای تدوین الگوی اسلامی ایرانی پیشرفت ،با كمك اندیشمندان حوزه و دانشگاه، گفت:الگویی واحد برای پیشرفت نظام جزو آمال و آرزوهای ما به حساب می آمد و جای خالی آن بسیار محسوس بود كه خوشبختانه با درایت رهبری معظم انقلاب اسلامی این مهم محقق شد ومقدمات آن توسط این مركز در حال انجام است.

مدیرحوزه های علمیه با توجه به ضرورت حضور حوزه های علمیه در این مباحث الگو افزود: برای ورود به این مباحث، توانایی های قابل توجهی درفضلای مشغول به تحقیق درحوزه های علمیه وجود دارد.

وی خاطر نشان كرد:از سوی دیگر با هدایت محققان حوزه می توان پایان نامه های مبسوطی در این زمینه از طلاب سطوح عالی حوزه های علمیه استخراج كرد.

در ادامه این دیدار 'واعظ زاده' رییس شورای عالی و رییس مركز الگوی اسلامی پیشرفت اعلام آمادگی كرد كه با تصویب شورایعالی مركز ،این دبیرخانه به زودی در قم تأسیس و كار خود را آغاز كند.

در این دیدارها رییس شورای عالی مركز الگوی اسلامی پیشرفت با اشاره به اهداف و وظایف این مركز گفت:لازمه پیشرفت كشور طراحی و تدوین الگویی است كه مبتنی بر اصول و ارزشهای اسلامی و متناسب با مزیت ها و توانمندیهای ایران باشد.

مسئولان بی‌بی‌سی خواهان واکنش سازمان‌های بین‌المللی، از جمله سازمان ملل به فشارهای اخیر شده‌اند

وزارت امور خارجه آمریکا افزایش فشارهای حکومت ایران بر روزنامه نگاران، وبلاگ نویسان و مدافعان آزادی بیان در این کشور را محکوم کرد و از مقامات ایران خواست که از آزار کسانی که می خواهند از حقوق جهانی خود بهره مند شوند دست بردارند.

ویکتوریا نولاند، سخنگوی وزارت امور خارجه آمریکا روز سه شنبه ۱۸ بهمن (۷ فوریه) گفت که دولت این کشور از دریافت گزارش هایی مبنی بر اینکه مقامات ایران اعضای خانواده گزارشگران بی‌بی‌سی فارسی را آزار داده اند نگران شده است.
